Substance use is an issue everywhere in the United States. That is simply a fact. The ‘War On Drugs’ that began under President Nixon in the 1970’s has proven that we can not arrest our way out of this epidemic. As of late, it seems that Federal government along with state and local officials seem to be realizing this. With passing of legislation such as the Comprehensive Addiction and Recovery Act (CARA), there has been movement towards promoting recovery.
